ARPA Home Repair Program

On September 30, 2021, the Wichita Executive Committee, by a vote of 5-0-0, approved Resolution-WT-21-327 approving the Home Repair Program Policy and Authorizing funding for the Wichita and Affiliated Tribes ARPA Home Repair Program. On July 19, 2020, the Tribal Council passed Resolution-WT-19-015 directing the Wichita Executive Committee to authorize funds in the FY-2020 budget for a Home Improvement Program. The program was to be open to those owning their homes that may need repairs related to health and safety with the understanding that tribal elders would have first priority and that only a limited number of homes could be done each year. In October of 2019, the President of the Wichita and Affiliated Tribes began working with the City of Anadarko to conduct home energy audits. These audits were completed for 7 Wichita and Affiliated Tribes home owners. These were completed with the understanding that these homes would be first priority for a home improvement program to address the issues identified in the home energy audits. The Wichita Executive Committee had intentions of implementing the program in FY-2020, however due to the COVID-19 pandemic and closure of tribal businesses that would have provided funds to support a home improvement program, the Wichita Executive Committee was unable to address the need in FY-2020.

Under the American Rescue Plan Act (ARPA) Assistance to Households, home repairs and weatherization are allowable costs. The Wichita Executive Committee has elected to implement this program. However, the Tribe will have to assess whether, and the extent to which, there has been economic harm, such as loss of earnings or revenue, that resulted from the COVID-19 public health emergency and whether, and the extent to which, the use would respond or address this harm. The Tribe will have to first consider whether an economic harm exists to the homeowner and whether this harm was caused or made worse by the COVID-19 public health emergency. The homeowner must provide proof of how they suffered from a negative economic impact from COVID-19 and the home repairs will only address health and safety issues of a home belonging to the enrolled Wichita and Affiliated Tribes homeowners.

Completed application, deed to the home and CDIB card will be required for all applicants and other documentation may be required depending on the circumstances. This program will be open to those living out of the Tribal jurisdiction including homeowners out of state but there will be additional requirements. You may refer to the Home Repair Program policy for additional information.

Applications and the Home Repair Program policy will be made available on the Tribes' website on November 1, 2021 and will be available for pick up at the Wichita and Affiliated Tribes Administration Building located 1.25 miles North of Anadarko on Highway 281 on Monday, November 1, 2021 at 8:00 a.m. No applications will be given out prior to November 1, 2021.

A.R.P.A Response Household Assistance Program is available for any adult Wichita and Affiliated Tribes enrolled tribal member and will be administered under the ARPA Department. The services provided under this program at this time are utility bill relief, rental payment and mortgage payment. Other emergency services may be eligible but are not guaranteed. All applicants must submit a completed application with all of the required documents listed on application checklist.  Applicants are required to submit a statement of explanation as to the circumstances to document a need for assistance. Other documentation may be required to verify eligibility or to verify there has been a negative economic impact endured by the household. Services are for One (1) time assistance per fiscal year October 1, 2021 through September 30, 2022.

You may apply for assistance under one of the following:

1.  Utility Assistance (Bill or Deposit)

Assistance for utilities includes a maximum up to $500. The payment will be made directly to the vendor. A copy of the bill must be in the tribal members name and the bill must be provided with the application. The applicant cannot have an outstanding balance. If service is provided then the balance must equal a zero balance once the funds are applied.  Services may be provided to an applicant with an outstanding balance ONLY if they are eligible to enter into a payback agreement on the overage amount.  The ARPA Department still has to call agency/landlord to verify and discuss risks on account.  ARPA Department will follow up on client to make sure they complied with agreement and retained services/tenancy and document in file.  Future payback agreements may not be accepted for up to a year if a client does not fulfill agreement

 

2.  Rent Assistance (Bill or Deposit)

Assistance for rent includes a maximum up to $500. The payment will be paid directly to the landlord or housing office. Must have a lease agreement in place for current residence and provide a copy with the application. In the case of a request for Deposit Assistance then a rental agreement or letter showing the amount of the deposit must be provided. If service is provided then the balance must equal a zero balance once the funds for assistance are applied.  Services may be provided to an applicant with an outstanding balance ONLY if they are eligible to enter into a payback agreement on the overage amount.  ARPA Department still has to call agency/landlord to verify and discuss risks on account.  ARPA Department will follow up on client to make sure they complied with agreement and retained services/tenancy and document in file.  Future payback agreements may not be accepted for up to a year if a client does not fulfill agreement.

 

3.  Mortgage Payment

**MUST APPLY WITH THE HOMEOWNERS ASSISTANCE FUND (HAF) PROGRAM PRIOR TO RECEIVING THIS ASSISTANCE**

Assistance for mortgage includes a maximum up to $500. The payment will be paid directly to the mortgage company. Must provide house payment agreement or letter from mortgage lender. If services are provided then the balance must equal a zero balance once the funds for assistance are applied.  Services may be provided to an applicant with an outstanding balance ONLY if they are eligible to enter into a payback agreement on the overage amount. The ARPA Department still has to call agency/landlord to verify and discuss risks on account.  ARPA Department will follow up on client to make sure they complied with agreement and retained services/tenancy and document in file.  Future payback agreements may not be accepted for up to a year if a client does not fulfill agreement.

Homeowner Assistance Fund (HAF) Program

On September 30, 2021, the Wichita Executive Committee, by a vote of 5-0-0, passed Resolution-WT-21-328 adopting the Homeowner Assistance Fund (HAF) Policy.  The Wichita and Affiliated Tribes received $38,105.40 on May 18, 2021 from the United States Treasury to implement the Homeowner Assistance Fund (HAF) Program. This was 10% of the Tribes allocation.  The Tribe submitted its HAF Plan to the United States Treasury on Thursday, September 30, 2021.  Once the plan is approved, the Tribe will be eligible to receive the other 90% for a total of $381,054.00 for the Homeowner Assistance Fund (HAF) Program.  The Tribe has until September 30, 2026 to fully expend the funds.
