WICHITA TRIBE TO OFFER PANDEMIC RECOVERY PROGRAM (PRP) ASSISTANCE TO TRIBAL MEMBERS

 

With the Public Health Emergency (PHE) declaration due to be extended on Friday, July 15, 2022, on Thursday, July 14, 2022, the Wichita Executive Committee took action to assist enrolled tribal members.  On July 15, 2022, the US Department of Health and Human Services extended the COVID-19 Public Health Emergency (PHE) through October 13, 2022. COVID-19 remains a continued threat to our tribal community with more tribal members testing positive for COVID-19 and the after affects of all of the COVID-19 assistance through government programs that has been reduced or ended such as SNAP and unemployment.

 

On July 14, 2022, the Wichita Executive Committee authorized Pandemic Recovery Program (PRP) assistance for those Tribal members that were enrolled as of July 14, 2022.  Below are the dates:  

 

07/22/2022-Applications Mailed (No applications will be available prior to this date.)

08/01/2022-Applications available at the Administration Building-Applications cannot be picked up prior to this date.

08/10/2022-First Deadline for Application Distributions in August. You must turn in your application and direct deposit form to meet August distribution dates.

08/26/2022-Direct Deposit Date the assistance will hit your bank account for those that submit the Direct Deposit Form and application by August 10, 2022.  You MUST include a voided check with the form.

08/30/2022-Distribution Date for Enrolled Tribal Members 55 and over that did not choose Direct Deposit who submitted a complete application by August 10, 2022.

08/31/2022-Distribution Date for All Other Tribal Members that did not choose Direct Deposit who submitted a complete application by August 10, 2022.

 

All enrolled tribal members are encouraged to complete the Direct Deposit Form for the distribution due to COVID-19 and so that you will be able to get the assistance on the 26th.

 

You MUST complete the form, sign it and submit ALL of the required documentation or application will be set to the side until all other applications are processed.  It is the Tribal Members responsibility to submit all required documents as we will be processing assistance for approximately 3,600 in a very short amount of time.

 

The Wichita Executive Committee is committed to assisting our tribal members get through this COVID-19 Pandemic and we hope this assistance will bring some relief to our tribal people who continue to test positive for COVID-19. If you have any questions, please contact (405) 247-2425 ext. 199 however please do not call regarding any questions about the program until after Monday, July 25, 2022 as our Administration works diligently to get out all of the applications to our Wichita people.

COVID-19 Vaccine Incentives for Enrolled Tribal Members 18 and Over

 

Applications for the COVID-19 Vaccine Incentives are being mailed out this week to all enrolled tribal members 18 and over.  No applications will be available at the Administration Office until Monday, July 18, 2022.  If you receive your application in the mail prior to July 18, 2022, you may email, mail or drop it off.

 

The Wichita Executive Committee on behalf of the Wichita and Affiliated Tribes believes in the effectiveness and safety of vaccinating against COVID-19. We believe it is our responsibility to do our part, to help stop the spread of Coronavirus and protect our families and our tribal elders. This application is for the Wichita and Affiliated Tribes Vaccine Incentive Program for Enrolled Tribal Members of theWichita and Affiliated Tribes. All eligible enrolled tribal members 18 and over who meet the qualifications for the program will receive an incentive of$150.00 for being fully vaccinatedand$50.00 additional for anyone receiving the booster. Any enrolled Tribal Member that has received the vaccination incentive as an employee or commissioner of another entity of the Wichita and Affiliated Tribes is not eligible.TheDEADLINEfor becoming fully vaccinated against COVID-19 and applying for the incentive isSeptember 16, 2022.The application is not complete without providing:

 

1.        A copy of the tribal members Vaccination Card

 

2.        A copy of the tribal members CDIB Card

 

3.        A copy of the tribal members Photo ID Card (Tribal, State or Federal)

 

           with a completed application. This is a one-time-only incentive. 

 

 

On Thursday, September 15,  the after school program had a quiz bowl over the words and phrases they have learned so far this school year. The youth practice Wichita language daily thanks to the language app that was developed with the help of the late Doris McLemore. Prizes for the winners included backpacks donated by Dane Evans who is a Wichita Tribal member, and also one of Doris' grandchildren. Dane is a former quarterback for the University of Tulsa, and is currently playing for the Canadian Football League's Hamilton Tiger-Cats. Wichita and Affiliated Tribes- General Assistance (OKLAHOMA RESIDENTS)

 GENERAL ASSISTANCE APPLICATION

The Wichita and Affiliated Tribes General Assistance program is ongoing until depleted to Wichita tribal members who are not currently employed or unemployed due to COVID. The amount approved will be determined by household size. Those seeking to apply for General Assistance may do so by completing the application and providing the following required information:

  • CDIB-Certificate of Indian Blood
  • Proof of Residency
  • Proof of income and resources
  • No land letter from BIA  
  • Applicant cannot be receiving or eligible for County/State Public Welfare or Social Security Income.
  • Must reside in the Designated Jurisdictions: Caddo, Kiowa, Comanche, Tillman, Cotton NO EXCEPTIONS

On October 28, 2021, the Wichita Executive Committee, by a vote of 6-0-0, approved the increase for dental services with the Tribal Member Health Plan Card from $500 to $750 per tribal member effective January 1, 2022.  The maximum benefit for any tribal member remains at $1,500 per year. The limits for vision, prescriptions and medical marijuana remain the same.  Enrolled Tribal Elders 55 and older are not subject to the vision, prescription or dental limits.

ARPA Response Household Assistance Program Application (RHAP)

A.R.P.A Response Household Assistance Program is available for any adult Wichita and Affiliated Tribes enrolled tribal member and will be administered under the ARPA Department. The services provided under this program at this time are utility bill relief, rental payment and mortgage payment. Other emergency services may be eligible but are not guaranteed. All applicants must submit a completed application with all of the required documents listed on application checklist.  Applicants are required to submit a statement of explanation as to the circumstances to document a need for assistance. Other documentation may be required to verify eligibility or to verify there has been a negative economic impact endured by the household. Services are for One (1) time assistance per fiscal year October 1, 2021 through September 30, 2022.

You may apply for assistance under one of the following:

1.  Utility Assistance (Bill or Deposit)

Assistance for utilities includes a maximum up to $500. The payment will be made directly to the vendor. A copy of the bill must be in the tribal members name and the bill must be provided with the application. The applicant cannot have an outstanding balance. If service is provided then the balance must equal a zero balance once the funds are applied.  Services may be provided to an applicant with an outstanding balance ONLY if they are eligible to enter into a payback agreement on the overage amount.  The ARPA Department still has to call agency/landlord to verify and discuss risks on account.  ARPA Department will follow up on client to make sure they complied with agreement and retained services/tenancy and document in file.  Future payback agreements may not be accepted for up to a year if a client does not fulfill agreement

 

2.  Rent Assistance (Bill or Deposit)

Assistance for rent includes a maximum up to $500. The payment will be paid directly to the landlord or housing office. Must have a lease agreement in place for current residence and provide a copy with the application. In the case of a request for Deposit Assistance then a rental agreement or letter showing the amount of the deposit must be provided. If service is provided then the balance must equal a zero balance once the funds for assistance are applied.  Services may be provided to an applicant with an outstanding balance ONLY if they are eligible to enter into a payback agreement on the overage amount.  ARPA Department still has to call agency/landlord to verify and discuss risks on account.  ARPA Department will follow up on client to make sure they complied with agreement and retained services/tenancy and document in file.  Future payback agreements may not be accepted for up to a year if a client does not fulfill agreement.

 

3.  Mortgage Payment

**MUST APPLY WITH THE HOMEOWNERS ASSISTANCE FUND (HAF) PROGRAM PRIOR TO RECEIVING THIS ASSISTANCE**

Assistance for mortgage includes a maximum up to $500. The payment will be paid directly to the mortgage company. Must provide house payment agreement or letter from mortgage lender. If services are provided then the balance must equal a zero balance once the funds for assistance are applied.  Services may be provided to an applicant with an outstanding balance ONLY if they are eligible to enter into a payback agreement on the overage amount. The ARPA Department still has to call agency/landlord to verify and discuss risks on account.  ARPA Department will follow up on client to make sure they complied with agreement and retained services/tenancy and document in file.  Future payback agreements may not be accepted for up to a year if a client does not fulfill agreement.

Homeowner Assistance Fund (HAF) Program

On September 30, 2021, the Wichita Executive Committee, by a vote of 5-0-0, passed Resolution-WT-21-328 adopting the Homeowner Assistance Fund (HAF) Policy.  The Wichita and Affiliated Tribes received $38,105.40 on May 18, 2021 from the United States Treasury to implement the Homeowner Assistance Fund (HAF) Program. This was 10% of the Tribes allocation.  The Tribe submitted its HAF Plan to the United States Treasury on Thursday, September 30, 2021.  Once the plan is approved, the Tribe will be eligible to receive the other 90% for a total of $381,054.00 for the Homeowner Assistance Fund (HAF) Program.  The Tribe has until September 30, 2026 to fully expend the funds.
