Community Services Block Grant (CSBG)

About the Grant

The CSBG is funded through the Department of Health and Human Services (DHHS), Administration for Children and Families. The Community Service Block Grant (CSBG) will allow the ARPA Department to assist clients in utilizing resources that will increase quality of life, promote safe and stable homes, and provide cultural and recreational activities for the youth members that have met all tribal program requirements.

Eligibility Requirements

Must be an Oklahoma resident.
Wichita enrolled tribal member (all ages)
Must not exceed 125% of the Federal Poverty Line (see table).

Current services under CSBG are as follows:

  • Weatherization assistance: provides CSBG eligible households with a home energy assessment to better meet applicant’s energy efficiency needs to help reduce energy bills that are custom to that household size and specific residence. Priority eligibility is given to the elderly, persons with disabilities, families with children, and families with high energy burden or high energy use.
  • Identification Replacement Fees Assistance: applications are accepted year-round. Identification documents such as Oklahoma State I.D., Oklahoma State Driver’s License, and Original Birth Certificates are among the main documents needed to acquire employment or housing opportunities in which paying for replacement fees alone can place a barrier on families or individuals that have low or zero income.
  • Summer Youth Camp/Clinic Assistance (May-July only)
  • Youth and Elder Activities
  • Direct Client Support (when funds are available)

Application Checklist

Application is per fiscal year for CSBG Activities/Events/Services.

1. Applicant must be a Wichita and Affiliated Tribes enrolled Tribal Member. If applicant is ages 0-17, a parent/guardian must fill out the form for the youth tribal member.
2. Your application must be filled out completely. An incomplete application could cause a delay in the process of your assistance request or jeopardize your eligibility.
3. Certificate Degree of Indian Blood (CDIB) copies for any and all tribal household members, and a State ID for non-tribal household members.
4. Income Verification – Provide the following documentation:

  • Employment (two most recent check stubs)
  • Current Social Security Statement (retirement or disability)
  • Unemployment Statement
  • Child Support
  • Any other income (received by everyone in household)
  • BIA Ledger for one full year or No Land Letter for applicant is required.

If zero income can be claimed, please fill out the Zero Income Form and upload it with your application.

5. Residence Verification: If bill is not in applicant’s name, you must request a RESIDENCE VERIFICATION FORM and this must be signed by account holder and applicant. Or, applicant can provide two (2) pieces of mail with applicant’s name that are received at address stated on bill postmarked within 30 days of application.
